The Italian System and the Priorities of the European Union

In the first year and a half of the new legislature, the European Union had to contend with a rapidly changing geopolitical landscape of armed conflicts on its frontiers and rising trade disputes. It has therefore redefined its priorities by adding new objectives, such as an increased commitment to defence, and reworked its strategies to achieve already set targets, such as the fight against climate change and the digital transition, emphasising the need to protect its values and to foster European competitiveness and security.

How are the defined guidelines taking shape, and how are they being transformed into concrete measures?

What is their impact at the national level, and to what extent can the Italian System contribute to the implementation of European policies?

The 2026 edition of the Connact Annual Meeting, organised by Fondazione Articolo 49 in collaboration with the European Parliament’s liaison office in Italy, brings together policy-makers at the European level with many of the key players of the Italian production system, to foster a high-level dialogue on current issues, opportunities to be seized, and actions to be taken to meet the challenges of the various sectors.

Members of the European Parliament, representatives of European, national, and regional institutions, representatives of productive forces, trade organisations, and the third sector will discuss in Brussels the priorities that the Italian System will put at the centre of the European agenda.

The discussion will be divided into 13 parallel thematic tables: Agri; Circular Economy; Defence & Security; Democracy & Rights; Energy; Finance & Insurance; Food; Industry & Market; Media; Mobility & Logistics; Net & Tech; Pharma; Research & Innovation.

The event—promoted by more than 50 of the most important enterprises, trade associations, third-sector realities, and key stakeholders of the Italian System—enjoys the highest institutional patronage.

The Common Agricultural Policy (CAP), one of the pillars of the European integration project, is today confronted on the one hand with a proposed reform of the European budget that risks changing its modus operandi and reducing the available resources, and on the other hand with free trade agreements with third countries, such as the one with Mercosur, that are likely to have negative repercussions on the agricultural sector.

Today, the CAP is the subject of a reform proposal, in the framework of the European multiannual budget, which would radically alter its contours, leading to risks of shrinking financial resources and potential renationalisation of its objectives.

What is the assessment of the existing critical issues concerning the CAP and the consequences for the agricultural world, both European and Italian? What initiatives are Italian representatives in European institutions and operators taking to protect the agricultural sector’s interests?

Diego Canga Fano
EU Commission, Deputy Director general (acting) DG AGRI

Diego Canga Fano works in DG Agriculture in the European Commission since 2014. At present, he is acting Deputy Director General. He has been working in the European Union since 1991.

Mr Canga Fano has worked in the Council Legal Service for more than a decade. He has also been twice Head of Cabinet, frst of the European Commissioner of Industry and Entrepreneurship (2012-2014) and aferwards of the President of the European Parliament (2017-2019).

Mr Canga Fano is a Spanish national and lawyer by training, with a good experience of litigation before the European Court of Justice with more than 60 cases pleaded. In all his time in DG Agriculture, he has always been working on research and innovation.

Connact Circular Economy

Circular economy is a key element in achieving the goal of zero-carbon, sustainable and toxin-free production of goods by 2050. In order to support and incentivise companies and the development of new projects and technologies, a new and effective industrial policy is indispensable, above all to overcome the fragmentation of the European market for secondary raw materials.

The European Commission will present the Circular Economy Act in 2026, aiming to double the circularity rate by 2030 and strengthen the recycling chain. Several other measures will also come into force this year, from the digitisation of waste shipment procedures to the new Packaging and Packaging Waste Regulation and the Right to Repair Directive.

How do you assess what has been achieved so far and what prospects do you see for the upcoming European legislation? At the level of individual production sectors, is the challenge set by the circular economy a burden or an opportunity?

Claudia Brunori is vice-president of ICESP (Italian Circular Economy Stakeholder Platform) and director of ENEA's Department of Sustainability, Circularity, Climate Change Adaptation of Production and Territorial Systems.

She has gained experience at national and European level on environmental monitoring and eco-innovation of products, processes, and systems, with particular reference to innovative processes for the efficient use of resources, technologies for the recovery/recycling of raw materials from end-of-life products and industrial waste, recovery and recycling of urban and industrial wastewater, and closing the value chain of critical and strategic raw materials.

She coordinates over 500 researchers, technicians, and administrators across 12 research centres in Italy in the development and implementation of technologies and tools to support the transition of enterprises, cities, and territories towards a more sustainable, circular, and climate-resilient economic model.

Paolo Campanella
FEAD, Secretary General

As the Secretary General, Paolo brings a wealth of experience and dedication to the forefront of our organization.

Being an environmental engineer with 10 years’ of work experience in the environmental and waste sectors, he gained expertise in designing and managing waste treatment plants, and evaluating project proposals of waste treatment plants. Since January 2022, he has been an integral part of the FEAD team, as a Technical Officer, contributing to the advancement of our initiatives.

With a profound understanding of FEAD’s mission and a keen insight into the intricacies of our operations, he has proven his ability to unite FEAD’s vision with practical implementation. Paolo graduated from the University of Padova with a bachelor’s degree in environmental engineering, followed by a master’s degree with a specialisation in soil protection in 2012. He is a co-chair of the BIP’s Task Force 2. Paolo speaks Italian, English and basic French.

The rapid evolution of today’s geopolitical scenarios has pushed the European Union to accelerate its defence integration path.
The European Commission and the member states are increasing their military expenditure in response to new threats, both physical and cyber, including by freeing up resources of up to €800 billion to create aggregations at the production level and for joint procurement.

At the same time, the war in Ukraine is contributing to a rapid evolution of security and defence policies, making it increasingly necessary to overcome the UE-NATO duplication and to align national procurement procedures with European resources and new regulations.

Alessandro Azzoni
Permanent Representative of Italy to the NATO

Before taking up the position of Permanent Representative to the North Atlantic Council on September 15, 2025, Alessandro Azzoni was Deputy Director General for Political Affairs and Central Director for Security at the Italian Ministry of Foreign Affairs and International Cooperation (2023–2025).

Previously, he was Director of the Unit for the European Union’s Common Foreign and Security Policy (CFSP) at the Italian Ministry of Foreign Affairs and International Cooperation (2012–2016). He also served as Chief of Staff of the Directorate for Political and Security Affairs (2001–2004) and Deputy Head of the Office for East Asia within the Directorate General for Economic Affairs (1993–1994).

During his career, he also served as Permanent Representative to the Organization for Security and Co-operation in Europe (OSCE) in Vienna (2016–2020), holding the Chairmanship of the OSCE Permanent Council from January 1 to December 31, 2018. He was Deputy Head of Mission in Ankara (2008–2012) and in Dakar (1998–2001), as well as Counselor at Italy’s Permanent Mission to the United Nations in Vienna (2004–2008) and Consul in Barcelona (1994–1998).

He was also appointed Special Envoy of the Ministry of Foreign Affairs for Relations between Turkey and the European Union (2021) and Diplomatic Adviser to the Minister for the South and Territorial Cohesion (2021–2022).

Andrea Orizio
Representative of Italy to the Political and Security Committee

Andrea Orizio was born in Brescia on 25 January 1967. He graduated in Law from the University of Milan in 1991, completed postgraduate/master's degree courses in international careers at ISPI (Institute for International Political Studies) in Milan and SIOI (Italian Society for International Organisation) in Rome, and entered the diplomatic career in 1992.

Deputy Head of the Africa Office (Economic Affairs) at the Ministry of Foreign Affairs from 1992 to 1993, he served in the Office of the Diplomatic Adviser to the Minister of Defence in 1993–1994 and then at the Armament Material Authorisation and Control Unit (UAMA) in Foreign Affairs until 1995.

First Secretary and Head of the Economic-Commercial Office (Deputy Head of Mission 1996–1997) at the Italian Embassy in Prague from 1995 to 2000, he became Counsellor and Deputy Head of Mission at the Italian Embassy in Zagreb from 2000 to 2002. During that period, he was also NATO-Croatia Contact Officer. From 2002 to 2004, he was Deputy Head and from 2004 to 2005 Head of the Western Balkans Office (GD European Countries) at the Ministry of Foreign Affairs in Rome.

From 2005 to 2008, he was First Counsellor at the Permanent Representation of Italy to NATO, in Brussels, responsible for Mediterranean Dialogue, Istanbul Cooperation Initiative, Middle East, NATO Partnerships and Western Balkans, NATO-Ukraine, NATO-Georgia, enlargement (accession of Albania and Croatia), Operation Active Endeavour, NATO-EU relations, and a member of the NATO Political Committee.

From 2008 to 2013, he was Minister-Counsellor and Deputy Head of Mission at the Italian Embassy in Cairo. At the outbreak of the “Revolution”, on 25 January 2011, he was Chargé d'Affaires a.i. and oversaw the 130 staff members of the Italian Embassy and Italian System institutions in a hazardous situation. From 2013 to 2014, he was Head of Counter-Terrorism and Global Challenges at the Ministry of Foreign Affairs (Directorate General for Political Affairs) in Rome.

From 2014 to 2016 he was Head of the Balkans Unit, InCE and IAI (Balkans Director) at the European Union Directorate General of the Ministry of Foreign Affairs and International Cooperation, in Rome, as well as National InCE Coordinator, EUSAIR and EUSALP EU Macro-regional Strategies, Western Balkans Process. In 2016, he was appointed Minister Plenipotentiary. From 2016 to 2020, chosen after an international selection process, he was Ambassador/Head of Mission OSCE in Serbia (150 people of 15 different nationalities and a €10 million annual budget, with direct responsibility).

From 2020 he was at the Italian Ministry of Foreign Affairs and International Cooperation as Head for Central and Northern Europe and Deputy to the Deputy Director General/Central Director for European Countries (DGUE), from 2021 to 2023 Deputy to the Deputy Director General/Central Director for European Countries, Coordinator for EFTA Countries and the United Kingdom at the Directorate General for European Countries and International Trade Policy. In 2022–2023, he was also DGUE coordinator for the Rome EXPO2030 bid, integrated into the “Special Envoys”.

Since 6 March 2023, he has been Ambassador/Permanent Representative to the Political and Security Committee-COPS of the European Union in Brussels. He is married, has two children. He speaks fluent French and English, has knowledge of Czech, Croatian, Serbian, and basic Arabic. He is an Official Knight of the Order of Merit of the Republic and a member of the International Institute of Humanitarian Law in Sanremo.

Fabio Liberti
Commissione UE, Deputy Head of Unit DEFIS TF1

Fabio Liberti, currently Deputy Head of Task Force SAFE at the Directorate General DEFIS of the EU Commission, was a research fellow at IRIS from 2003 to 2013, specializing in European Union and defense issues.

Expert on the Defence Policy of major EU Member States, as well as on the European Defence Technological and Industrial Base (EDTIB) and Armaments Programs, he participates in many research projects related to the Common Security and Defence Policy, funded by the European Defence Agency and the European Commission.

He also carried out several studies and has written various reports for the French Ministry of Defence.

Davide Cucino
Fincantieri, SVP for EU and NATO Affairs

After more than 30 years of experience in the Chinese and Asian markets with some leading Italian international companies, he has been the SVP responsible for Fincantieri activities in Brussels at the EU and NATO since January 2020.

He was President of Fincantieri (Shanghai) Trading Co., Regional Manager for Leonardo Finmeccanica, and elected President of the Italian Chamber of Commerce in China.

He worked in the European Commission for more than 30 years, where he was involved in nanoscience and nanotechnology, strategic raw materials, rare earths, strategic planning and “Horizon” programming.

From May 2021 to October 2022, he was head of the technical secretariat of the Minister for Ecological Transition Roberto Cingolani and then of the Minister for the Environment and Energy Security  Gilberto Pichetto Fratin. During the same period, he was president of the National Council for Territorial and Environmental Information.

He is currently the head of Leonardo's European and NATO affairs office and works with the Defence Information Studies Research Institute.

Riccardo Clerici has been Head of UNHCR Institutional Relations with Italy, the Holy See and San Marino since 2022. He has worked with the United Nations High Commissioner for Refugees since 2008, heading the Legal/Protection Unit.

Previously, he worked for several years with Doctors Without Borders, in Italy, protecting seasonal migrant workers, and abroad, in Sudan, Angola, and Somalia, in emergency projects.

His commitment to human rights has grown over the years, from early volunteer projects to a series of field experiences, including in Egypt, providing legal advice to asylum seekers and refugees.

Born in Bergamo, he graduated in Law at the University of Milan and, thanks to a Fulbright scholarship, attended a Master's degree course on Sustainable Development in the United States.

Maria Laura Conte
AVSI, Director of Communications

Maria Laura Conte is the Communications and Advocacy Director for AVSI, an international CSO that implements development and humanitarian aid projects in 41 countries, focusing on education, job creation, food security, and health with an integrated approach that empowers individuals for integral development, working in areas like emergencies, sustainable cities, and migration to foster dignity and peace.

Graduated in Humane Letters, PhD in Communication, Conte gained various experiences in journalism (radio, press, press office, spokesperson), before becoming the communications director of a foundation like Oasis and then at AVSI.

Author of an essay on cultural journalism, she explores issues related to communications and advocacy in the magazine Vita.

Andrea Ferrazzi is currently Head of Institutional Relations of the Italian Alliance for Sustainable Development (ASVIS).

Former Senator of the Republic, Vice-President of the bicameral Commission of Inquiry on the Ecomafie phenomenon and member of the Parliamentary Commission of Inquiry on Banks and the Financial System. Former National Head of Urban Planning and Construction for ANCI.

He was Vice-President of the Province of Venice and Councillor for Urban Planning, Building, Participatory Planning, and Training of the Municipality of Venice. Maggi, a 47 year old lawyer, graduated in law in 2000 from the LUMSA University in Rome.

In early 2006, he held the position of Legal Adviser on the staff of the Italian prime ministerial candidate and in July of the same year he was appointed Head of Migration Policies within the European Centre for Migration Policies.

In 2008 he started his career at ENEL as Senior EU Affairs Policy Adviser and since 2010 as Head of European legislative acts.

In 2014, he held the position of Head of Parliamentary Affairs at ENEL in Rome and previously served as Deputy Head of Office at ENEL's EU Delegation in Brussels.

He attended numerous training courses, particularly in business management and leadership at INSEAD, SDA BOCCONI and IESE.

In October 2014, he started his professional career at Snam S.p.A. as EU Relations Manager based in Brussels. In 2019 he was appointed Head of European Affairs & Public Affairs for Energy Transition and in 2022 he was appointed Head of International Relations and European Affairs. In August 2023, he was appointed Director of International Relations and European Affairs.

He is also a member of the boards of the Gruppo di Iniziativa Italiana, Proxigas, the World Energy Council - Italy, the Biomethane Industrial Partnership (BIP) and is a permanent substitute for the CEO in the ISPI Board of Directors.

Lucia has been the Head of EU Public Affairs for the Eni group since July 2024.

In that capacity she leads Eni’s team in Brussels and is responsible for relations with the EU institutions and EU-related public affairs. She holds senior roles in trade associations, such as IOGP Europe Board Member, FuelsEurope Alternate Board Member and ERT Associate to Eni CEO.

With the company since 2017, she has previously been in charge of EU advocacy on power & renewables files, as well as on sustainability horizontal issues. From 2014 to 2017 Lucia was a consultant in the Brussels' office of global consultancy Edelman, providing strategic support on EU policy and competition issues, as well as integrated communications, to multinational clients.

Earlier in her career, Lucia has worked for the Assembly of European Regions, a network of wider-Europe Regional governments advocating at EU level, and gained professional experience in political campaigning with cross-party Union of European Federalists. Lauro Panella

Carmelo Di Marco has been Vice-President of the Consiglio Nazionale del Notariato (national board of Italian civil law notaries) since 2025.

From 2022 to 2025, he was a member of the Consiglio Nazionale del Notariato for Lombardy, in charge of the European and International Affairs Sector, Chairman of the Congress Organising Committee. He was also a member of the working group on fair compensation. Since 2024, he has been a member of the Working Group for the reform of the CNUE's statutes and regulations.

Khaled has recently joined the Institutional and Regulatory Affairs Direction at Pirelli's Headquarters in Milan, after years of service abroad.

He joined Pirelli in 2011 and, since then, has held several leadership positions including Head of sponsorship and events, Head of the Formula One activation and Consumer Marketing Director. In these roles he led marketing and promotional strategies and contributed to enhancing the Pirelli brand worldwide.

Later, he was appointed Senior Vice-President of the Cyber Business Unit, where he oversaw the expansion of Pirelli's digital and technological solutions, integrating digital innovation with the company's traditional products. His commitment to innovation and corporate responsibility then led him to the position of Senior Vice President of Sustainability, where he contributed to lower the environmental impact of Pirelli's global operations.

Thanks to his in-depth knowledge of the company and its products, Khaled became CEO, GCC, Middle East, Africa, and India for Pirelli. In this role, he managed growth strategies, identified relevant stakeholders in the region, and enhanced bilateral relations with local partners.

He was Head of the International Affairs Office of the Italian Competition Authority and in the Institutional Affairs Department of Enel. His work on competition and regulatory economics is published in Italian and international journals.

Alessandro Pitto

Alessandro Pitto was elected 17th President of Fedespedi (National Federation of International Forwarding Companies) in June 2022 and again confirmed for a second term in June 2025.

Born in Genoa in 1970, he graduated with honours in Economics and Business from the University of Genoa. He is a partner and managing director of Casasco & Nardi, SpA, a historic shipping and airline company founded in 1935.

He has been involved in associations for over 20 years: President of the Spediporto Territorial Association for two terms until 2022, he was Vice-President of Fedespedi from 2019 to 2022 with responsibility for IT & Digital Innovation.

His entrepreneurial activity has always gone hand in hand with an interest in the study of business economics, and for a number of years he was an Adjunct Professor at the Department of Economics of the University of Genoa, where he still lectures today.

Franco Accordino is Head of the “Investment in High-Capacity Networks” Unit at the European Commission’s Directorate-General for Communications Networks, Content and Technology (DG CONNECT), where he leads initiatives supporting the deployment of very high-capacity broadband networks across the EU.

He previously headed the “Knowledge Management and Innovative Systems” Unit, developing advanced digital solutions in areas such as data analytics, web platforms, and artificial intelligence, and led the “Digital Futures” Task Force on long-term digital policy foresight.

He began his professional career at Olivetti and continued in the software industry with the listing of Finmatica on the stock exchange. He joined the public sector in 2011 and has been Advisor to the Minister for Territorial Cohesion, since 2013 spokesman for the Minister of Economy and Finance, and President of Consip since 2017.

Alberto Boffelli
FiberCop, Chief Corporate Officer

Alberto Boffelli has been FiberCop’s Chief Corporate Officer since 14 February 2025. Previously, he was the Chief Operations Officer and General Manager of Prysmian's Business Unit Projects, with responsibility for executing interconnection and connection projects for offshore wind farms. He also served as a member of the Board of Directors of Prysmian Powerlink.

Born in Turin on 19 May 1979, he graduated in Business Economics from the University of Turin. He gained 20 years of experience in the industrial sector, starting in the automotive industry and then specialising in the cable industry. Within the Fiat Group, he held various roles from sales to purchasing, following different companies of the group (CNH, Iveco, Fiat Group Purchasing).

At Prysmian Group, he worked in purchasing, then moved into project and contract management, before taking over as head of operations for the Business Unit Projects, the group's highest-value-added division focused on project implementation.

He has participated in reorganisation and integration processes and, for the past seven years, has been actively involved in the energy transition, including taking the lead on sustainability issues.

Sarah Cantarella
Inwit, Head of Public Affairs

Sicilian by birth and Roman by action, Sarah Cantarella was born in Catania in 1986.

After graduating from classical high school with top marks, she arrived in Rome in 2005 to begin her university career, which ended in 2010 with a degree in Law with academic honours at the Lumsa University in Rome. To complete her education, after the specialisation school for the legal professions and the bar exam, she pursued a second-level Master's degree in “Institutional Relations, Lobby and Corporate Communication” at the Luiss Guido Carli Business School in Rome.

For many years, she served as a legal advisor in the Cabinet Office of various ministries. In 2016, she moved to the private sector, where she worked in advocacy and public affairs in the pharmaceutical sector for the INRETE Agency. Moreover, she has always been committed to overcoming the gender gap in the world of work as a member of numerous women's associations.

Francesco Nonno
Director of Regulatory and European Affairs at Open Fiber

A graduate in economic and social disciplines from the “Luigi Bocconi” University in Milan, Francesco Nonno has almost 30 years of experience in telecommunications, regulation, and antitrust. After graduating, he worked for about 10 years in consultancy companies specialising in the communications sector, in Italy and France, as project manager for strategic analysis and positioning projects for telecommunications products/services.

Subsequently, he participated in the start-up phase of the Communications Guarantee Authority, where he worked for about six years, and also served as Head of the Telecommunications Operators and Services Office within the Supervision and Control Department. In particular, from 2004 until his entry into Open Fiber, he worked at the Telecom Italia Group, initially as Head of Telecom Sparkle's Regulatory Affairs, and from 2005, as Head of Telecom Italia's Antitrust Affairs, to which he added over time various roles in defining and representing the group's position also in Regulatory and/or Privacy matters at national and European level.

Most recently, he was responsible for relations with national authorities from 2012 to 2015, and since 2016, he has been Head of Antitrust and Regulatory Affairs for wholesale and energy services. He is currently Head of Regulatory and European Affairs at Open Fiber and President of the FTTH Council Europe, a European association representing the entire optical fibre value chain.

Agostino Nuzzolo
TIM, General Counsel and Legal, Regulatory and Tax EVP

Born in Caserta, Italy, on 12 April 1968, he graduated: in Economics and Business at the University of Bergamo (with honours), in Law at the University of Milan and in Economic and Financial Security Sciences at the University of Tor Vergata in Rome (with honours). He obtained a post-graduate master's degree in Business Taxation at the Guardia di Finanza's Tax Police School, in collaboration with the Bocconi University of Milan (October 2001–July 2003). He is a qualified lawyer.

In January 2017, he joined TIM as General Counsel and Head of Legal Affairs. From December 2017 to March 2018, he was also given the role of Head of Human Resources and Organisation on an interim basis. Since March 2018, he has been General Counsel and Head of Legal and Tax, and since April 2021, he has been Group DPO. He is also Secretary of the Board of Directors of the parent company TIM, Chairman of the Board of Directors of the subsidiary Noovle SpA- Benefit Corporation, and Board Member of the subsidiary FiberCop SpA.

From July 2016 to January 2017, he held the positions of General Counsel, Chief Operating Officer, and Secretary of the Board of Directors at Italmobiliare SpA. From May 2006, he worked for 10 years in the Italcementi Group, initially as Head of Tax Affairs, adding further responsibilities up to the role of Group General Counsel, Director of Legal, Tax and Compliance Affairs.

From July 1986 to May 2006, he served in the Guardia di Finanza, where he started as a cadet in the Academy (1986–90). During his career, he was responsible for managing and supervising day-to-day and inspection activities to combat tax and financial crime, as well as training military cadets and other Academy personnel assigned to national and international departments and operations. In his last assignment, he served as lieutenant colonel, head of the Analysis and Studies sector within the General Command.

He held the position of Adjunct Professor of International Taxation at the University of Bologna (School of Economics, Management, and Statistics) for the academic years 2013–14, 2014–15, and 2015–16. He holds the position of Adjunct Professor in the Advanced Course in International Taxation at the State University of Roma Tre from the academic years 2010–11, 2017–18, 2018–19, and 2019–20. He has also participated in seminars and conferences organised by leading companies in the sector (Paradigma, Business International) on tax matters, criminal liability of legal persons, and corporate law.

The Competitiveness Compass presented by the EU Commission recognises the pharmaceutical sector’s leading role in boosting European competitiveness. There is, on the one hand, the direct effect of the value produced by the sector, and on the other hand, the indirect effect of the impact that protecting the health and well-being of citizens has on the production system.

At the same time, the European pharmaceutical sector is one of the main targets of the aggressive US trade policy, which further burdens the loss of competitiveness of the European pharmaceutical sector, which appears to be increasingly structural.

What steps must be taken at the European level to ensure the sector—and the Italian pharmaceutical industry specifically—has the independence, capacity for innovation, and preparedness to deal with crises and emergencies using all of the tools at its disposal, including pricing policies, tax levers, regulations on public procurement, intellectual property protection, environmental regulations, and chemical regulations?

She has extensive experience in European health advocacy, contributing to consultations, policy dialogues, and multistakeholder initiatives to improve patient representation in public health decision-making. Her work focuses on strengthening the voice of patient organisations in shaping EU health strategies and ensuring that citizens’ perspectives inform institutional priorities. She brings expertise in designing training activities, facilitating dialogue between patient communities and institutions, and translating complex medical and policy information into accessible formats.

She holds a master's degree in political science from the University of Bologna and one in European studies from the UCLouvain Saint-Louis Bruxelles.

Fabrizio Grillo
Bracco, Director Public Affairs & International Relations and President of Federated Innovation @MIND

Fabrizio Grillo has gained a strong expertise in the field of international institutions and relations, while operating in both public and private Organizations.

He has, indeed, been heading roles of great responsibility at the Municipality of Milan, in relation with the European Commission, the European Parliament and with UNESCO. In such contexts he has managed legal, economic, research and analysis, political issues, together with advocacy and fundraising actions in the fields of industrial policy and research & development.

Between 2009 and 2016 he has followed Expo2015 in Milan and the Pavilion of Italy, with the role of Secretary General, dealing with the relations with the participating Countries, the International Organizations (UN, UE, OCSA), fostering new partnerships and realizing important business projects.

Since 2016, Fabrizio Grillo leads the General Affairs & International Relations Office of the Bracco Group. Since 2024 he is President of Federated Innovation @MIND and since 2025 he has been a member of the Board of Directors of La Triulza Srl.

Paolo Saccò
Chiesi Group, Senior Director Global Public Affairs

Paolo Saccò has been working at Chiesi since 2016, where he has held positions of increasing responsibility, becoming Senior Director of Global Public Affairs in 2023. In this role, he coordinates the Group's institutional advocacy activities at an international level.

He has over ten years of experience in the field of communication and institutional relations, gained in various markets and contexts, both corporate and consulting. Before returning to Italy, he worked at the European Parliament as a Parliamentary Assistant, dealing with issues related to health, the environment and food safety.

Paolo graduated from the Institut Catholique de Paris, where he studied European Relations and Lobbying, and completed Chiesi's Developing Executives & Leaders programme at INSEAD.

Through funding from the Horizon Europe programme and coordination within the European Research Area, the EU offers researchers, businesses, and innovators the opportunity to realise their ideas, turning knowledge into practical solutions for the benefit of citizens.

What is the assessment of the proposals of the new Multiannual Financial Framework regarding the funds allocated to Research and Innovation? What initiatives and actions need to be undertaken to ensure an increase in funding and appropriate program governance, capable of fostering research across the entire value chain, from theoretical development to the application of the innovations it generates? POLIMI, Executive Vice Rector of the Politecnico di Milano

Isabella Nova is Executive Vice-Rector with a focus on the Implementation of the Strategic Plan at Politecnico di Milano, where she is also Full Professor of Industrial and Technological Chemistry at the Department of Energy (DENG). Graduated in Chemical Engineering from the same university, she obtained her PhD in Industrial Chemistry from the University of Milan.

“Politecnico di Milano as an extended community. Its campuses as places of aggregation”. This is the vision of Isabella Nova, who recognises the university as a place dedicated to the growth of the individual and the development of talent. Equally important for Nova is the attention to environmental dynamics and energy transition, the result of years of study, advanced research, and industrial experimentation

Inclusion and sustainability are key elements resonating throughout the 2023- 2025 University Strategic Plan, translated into performance indicators monitored annually under the coordination of Professor Nova. This continuous review process reflects a pact of trust between Politecnico and its stakeholders: from students to researchers; from enterprises to institutions.

During her career, Nova has held numerous institutional positions which have defined a progressive expansion of her vision and management skills. Among them, she is member of the Board of Directors of Maire Tecnimont since 2023.

She is recognized as an international leader in the field of catalysis, with a focus on post-treatment processes for polluting effluents and sustainable energy production. She authored over 170 publications, is co-editor of 6 Special Issues, and holds 3 international patents. Her numerous research achievements have earned her a place in the 100Esperte in STEM, the Top Italian Scientists, and the 2018 Inspiring Fifty Italy.

Maria Cristina Pedicchio
APRE, President

Since 2024, she has been President of the Agency for the Promotion of European Research (APRE).

She has held various positions such as: President of the National Institute of Oceanography and Experimental Geophysics (OGS), the Consortium for the Centre for Molecular Biomedicine (CBM) and the Area Science Park. She has been the President of the Technical Scientific Committee of APRE, a member of the CS of ISPRA and of the Management Board of the EuroMediterranean University EMUNI.

Director of the European Parliament Liaison Office in Italy

A lawyer since 1993, he has been a European civil servant since 1994: member of European Commissioner Emma Bonino's cabinet (1995-1999); responsible for enlargement negotiations between 2000 and 2003; spokesperson for the European Commission Representation in Italy between 2003 and 2008 and then director of the Milan office until 2011; spokesperson for Antonio Tajani during his terms as Vice-President of the EU Commission and President of the European Parliament; and then took up his current post as head of the European Parliament Liaison Office in Italy.

From 22 October 2022 to 30 November 2024, he was Minister for European Affairs, Cohesion Policies and the NRP in the Meloni government; from 10 November 2022, he was also in charge of the South.

He was an MEP from 20 July 1999 to 20 June 2000 and from 1 July 2014 to 12 October 2022, President of the Apulia Region from 19 May 2000 to 27 April 2005 and Minister for the Regions and Territorial Cohesion from 8 May 2008 to 16 November 2011 in the Berlusconi IV government.

Italian Ambassador to Belgium

Ambassador in Brussels since January 2023, she was awarded the title of Cavaliere Ufficiale dell'Ordine al Merito della Repubblica in 2017.

Previously, she was ambassador in Muscat and Tblisi, as well as working at the Directorate General for Political and Security Affairs, dealing mainly with strategic, politico-military and NATO issues.

Vincenzo Celeste
Permanent Representative of Italy to the EU

Born in Naples on 6 September 1962, he graduated in Law from the University Federico II of Naples on 9 July 1987. He joined the diplomatic service on 13 February 1989.

From 14 November 1989 he served at the Directorate General for Migration and Social Affairs, first in the Office for Italians in the Americas and Oceania and later in the same Directorate General’s Secretariat.

On 3 May 1993 he was appointed Second Secretary at the Italian Embassy in Damascus.

On 21 July 1997 he was appointed First Secretary and later Counsellor at the Italian Embassy in Sofia.

Upon returning to Rome, in December 2000, he was assigned to the General Directorate for Multilateral Political Affairs and Human Rights at the Disarmament Office and from 3 September 2002 to the General Secretariat, Coordination Unit.

Embassy Counsellor on 2 July 2004, from 19 September 2005 he was appointed to the Permanent Representation of Italy to the EU in Brussels, with the rank of First Counsellor.

Returning to Rome again in 2010, he served at the Presidency of the Council of Ministers as Coordinator of the Structure for Procedures for infringement of EU law.

Minister Plenipotentiary on 2 January 2011, he was appointed Diplomatic Counsellor to the Minister for European Affairs from the end of 2011.

On 27 June 2013 he was appointed Deputy Chief of Mission at the Embassy in London and on 10 July 2018 Deputy Chief of Cabinet of the Minister of Foreign Affairs and International Cooperation.

On 31 August 2019 he was appointed Director General for Europe and International Trade Policy.

He is Permanent Representative of Italy to the European Union from 17 April 2023.
