THE ITALY SYSTEM IN THE NEW EU LEGISLATURE

The first edition of the annual Connact event, under the patronage of the European Parliament, was a unique opportunity that, for the first time, brought together 35 trade associations and businesses, alongside Italian Members of the European Parliament, to present the issues and interests of our country to the attention of European institutions. It aimed to create an opportunity for discussion and jointly define the scope of issues and priorities to align with strategic lines that are functional to the Italian System.

The event stemmed from the need for an open dialogue between public and private decision-makers, involving organisations with a stable presence in Brussels, national Members of the European Parliament, and officials from the European Parliament, Council, and Commission. With the start of the 10th European legislature, it provided an opportunity to forge new synergies, which are set to gain strength through further support and tangible results.

The economic areas on the agenda are numerous as are the sectors represented: agrifood, finance, energy, transport and logistics, pharmaceuticals, security and defence, media, industry and markets, and technology.

Federica Favi
Italian Ambassador to Belgium

Ambassador in Brussels since January 2023, she was awarded the title of Cavaliere Ufficiale dell'Ordine al Merito della Repubblica in 2017.

Previously, she was ambassador in Muscat and Tblisi, as well as working at the Directorate General for Political and Security Affairs, dealing mainly with strategic, politico-military and NATO issues.

Deputy Permanent Representative and Ambassador to Coreper I.

He joined the diplomatic service in 1996. His first post at the Farnesina was at the Directorate General for Political Affairs, where he was in charge of relations with Western European and North American countries. He was then First Secretary at the Embassy in Berlin, First Secretary at the Italian Embassy in Moscow, Consul General in Moscow, among other posts.

Andrea Orizio
Representative of Italy to the Political and Security Committee

Andrea Orizio was born in Brescia on 25 January 1967. He graduated in Law from the University of Milan in 1991, completed postgraduate/master's degree courses in international careers at ISPI (Institute for International Political Studies) in Milan and SIOI (Italian Society for International Organisation) in Rome, and entered the diplomatic career in 1992.

Deputy Head of the Africa Office (Economic Affairs) at the Ministry of Foreign Affairs from 1992 to 1993, he served in the Office of the Diplomatic Adviser to the Minister of Defence in 1993–1994 and then at the Armament Material Authorisation and Control Unit (UAMA) in Foreign Affairs until 1995.

First Secretary and Head of the Economic-Commercial Office (Deputy Head of Mission 1996–1997) at the Italian Embassy in Prague from 1995 to 2000, he became Counsellor and Deputy Head of Mission at the Italian Embassy in Zagreb from 2000 to 2002. During that period, he was also NATO-Croatia Contact Officer. From 2002 to 2004, he was Deputy Head and from 2004 to 2005 Head of the Western Balkans Office (GD European Countries) at the Ministry of Foreign Affairs in Rome.

From 2005 to 2008, he was First Counsellor at the Permanent Representation of Italy to NATO, in Brussels, responsible for Mediterranean Dialogue, Istanbul Cooperation Initiative, Middle East, NATO Partnerships and Western Balkans, NATO-Ukraine, NATO-Georgia, enlargement (accession of Albania and Croatia), Operation Active Endeavour, NATO-EU relations, and a member of the NATO Political Committee.

From 2008 to 2013, he was Minister-Counsellor and Deputy Head of Mission at the Italian Embassy in Cairo. At the outbreak of the “Revolution”, on 25 January 2011, he was Chargé d'Affaires a.i. and oversaw the 130 staff members of the Italian Embassy and Italian System institutions in a hazardous situation. From 2013 to 2014, he was Head of Counter-Terrorism and Global Challenges at the Ministry of Foreign Affairs (Directorate General for Political Affairs) in Rome.

From 2014 to 2016 he was Head of the Balkans Unit, InCE and IAI (Balkans Director) at the European Union Directorate General of the Ministry of Foreign Affairs and International Cooperation, in Rome, as well as National InCE Coordinator, EUSAIR and EUSALP EU Macro-regional Strategies, Western Balkans Process. In 2016, he was appointed Minister Plenipotentiary. From 2016 to 2020, chosen after an international selection process, he was Ambassador/Head of Mission OSCE in Serbia (150 people of 15 different nationalities and a €10 million annual budget, with direct responsibility).

From 2020 he was at the Italian Ministry of Foreign Affairs and International Cooperation as Head for Central and Northern Europe and Deputy to the Deputy Director General/Central Director for European Countries (DGUE), from 2021 to 2023 Deputy to the Deputy Director General/Central Director for European Countries, Coordinator for EFTA Countries and the United Kingdom at the Directorate General for European Countries and International Trade Policy. In 2022–2023, he was also DGUE coordinator for the Rome EXPO2030 bid, integrated into the “Special Envoys”.

Since 6 March 2023, he has been Ambassador/Permanent Representative to the Political and Security Committee-COPS of the European Union in Brussels. He is married, has two children. He speaks fluent French and English, has knowledge of Czech, Croatian, Serbian, and basic Arabic. He is an Official Knight of the Order of Merit of the Republic and a member of the International Institute of Humanitarian Law in Sanremo.

He was Ambassador as the Italian Representative to the E.U. Vincenzo Celeste
Permanent Representative of Italy to the EU

Born in Naples on 6 September 1962, he graduated in Law from the University Federico II of Naples on 9 July 1987. He joined the diplomatic service on 13 February 1989.

From 14 November 1989 he served at the Directorate General for Migration and Social Affairs, first in the Office for Italians in the Americas and Oceania and later in the same Directorate General’s Secretariat.

On 3 May 1993 he was appointed Second Secretary at the Italian Embassy in Damascus.

On 21 July 1997 he was appointed First Secretary and later Counsellor at the Italian Embassy in Sofia.

Upon returning to Rome, in December 2000, he was assigned to the General Directorate for Multilateral Political Affairs and Human Rights at the Disarmament Office and from 3 September 2002 to the General Secretariat, Coordination Unit.

Embassy Counsellor on 2 July 2004, from 19 September 2005 he was appointed to the Permanent Representation of Italy to the EU in Brussels, with the rank of First Counsellor.

Returning to Rome again in 2010, he served at the Presidency of the Council of Ministers as Coordinator of the Structure for Procedures for infringement of EU law.

Minister Plenipotentiary on 2 January 2011, he was appointed Diplomatic Counsellor to the Minister for European Affairs from the end of 2011.

On 27 June 2013 he was appointed Deputy Chief of Mission at the Embassy in London and on 10 July 2018 Deputy Chief of Cabinet of the Minister of Foreign Affairs and International Cooperation.

On 31 August 2019 he was appointed Director General for Europe and International Trade Policy.

He is Permanent Representative of Italy to the European Union from 17 April 2023.

In these roles he led marketing and promotional strategies and contributed to enhancing the Pirelli brand worldwide.

Later, he was appointed Senior Vice-President of the Cyber Business Unit, where he oversaw the expansion of Pirelli's digital and technological solutions, integrating digital innovation with the company's traditional products. His commitment to innovation and corporate responsibility then led him to the position of Senior Vice President of Sustainability, where he contributed to lower the environmental impact of Pirelli's global operations.

Thanks to his in-depth knowledge of the company and its products, Khaled became CEO, GCC, Middle East, Africa, and India for Pirelli. In this role, he managed growth strategies, identified relevant stakeholders in the region, and enhanced bilateral relations with local partners.

4. Credit and finance for sustainable economic development

The Draghi report assigns finance a key role in boosting European competitiveness by combining it with sustainability. Union of capital markets and of banking, green taxonomy, and non-financial reporting will be central in this scenario. How can these tools be made effective? What role can the sector play in accompanying the production system through transitions and providing protection for businesses and citizens? How can checks and reliable sustainability certification be guaranteed?

Giuliano Zulin, born in 1977, journalist and author, worked for 20 years in daily newspapers and was deputy editor of Libero from 2016 to 2022. He was the spokesman for the president of the Veneto Region, Luca Zaia, and then started working with Gea, Green Economy Agency.

A Rai author of various programmes, from Restart to Eccellenze Italiane, he has hosted the programme Radici on Rai Isoradio, to discover second and third generation enterprises, and hosts the programme Luce Verde on Rai Radio 1, to hear the voices of those making the transition. Before that, he carried out economic research at the European Research Centre (CER) and the Montedison research centre (FOR).

He has been Chairman of the OECD Corporate Governance Committee since 2007. Its “Principles on Corporate Governance” are the international standard adopted by the G20 and the Financial Stability Board.

He chaired the Working Group on Company Law of the European Council during the Italian Presidency in the second half of 2014.

Andrea Orizio was born in Brescia on 25 January 1967. He graduated in Law from the University of Milan in 1991, completed postgraduate/master's degree courses in international careers at ISPI (Institute for International Political Studies) in Milan and SIOI (Italian Society for International Organisation) in Rome, and entered the diplomatic career in 1992.

Deputy Head of the Africa Office (Economic Affairs) at the Ministry of Foreign Affairs from 1992 to 1993, he served in the Office of the Diplomatic Adviser to the Minister of Defence in 1993–1994 and then at the Armament Material Authorisation and Control Unit (UAMA) in Foreign Affairs until 1995.

From 2020 he was at the Italian Ministry of Foreign Affairs and International Cooperation as Head for Central and Northern Europe and Deputy to the Deputy Director General/Central Director for European Countries (DGUE), from 2021 to 2023 Deputy to the Deputy Director General/Central Director for European Countries, Coordinator for EFTA Countries and the United Kingdom at the Directorate General for European Countries and International Trade Policy. In 2022–2023, he was also DGUE coordinator for the Rome EXPO2030 bid, integrated into the “Special Envoys”.

Since 6 March 2023, he has been Ambassador/Permanent Representative to the Political and Security Committee-COPS of the European Union in Brussels. He is married, has two children. He speaks fluent French and English, has knowledge of Czech, Croatian, Serbian, and basic Arabic. He is an Official Knight of the Order of Merit of the Republic and a member of the International Institute of Humanitarian Law in Sanremo.

Subsequently, he participated in the start-up phase of the Communications Guarantee Authority, where he worked for about six years, and also served as Head of the Telecommunications Operators and Services Office within the Supervision and Control Department. 8. The media industry, a strategic geopolitical asset for upholding the foundations of European law

The Media Freedom Act was one of the last measures adopted in the last European legislature: pluralism, transparency of funding, independence from political power, the impact of artificial intelligence and the fight against fake news are the areas to be monitored to verify the effectiveness of the Regulation. It is also necessary to take into account the evolution of the market, which is moving towards a polarisation of revenues and profits, while technology and investment capital, both public and private, are leading to a progressive disintermediation between the content producer and the user on the one hand, and the advertising investor on the other, with the platforms on which the content is delivered gaining increasing power. He is board member of Audicom (formerly Audipress and Audiweb) and member of the Federal Council of FCP (Federazione delle Concessionarie Pubblicità). In the radio sector, he was president of T.E.R. (Radio Editors' Table) and board member of Audiradio, of E.R.A. (Editori Radiofonici Associati) and of P.E.R. (Player Editori Radiofonici).

Born in Milan in 1971, a graduate in law at the "La Sapienza" University of Rome, Silvestri has held various positions during his professional career with some of the major publishing groups and advertising agencies. He started out in the personal finance area at Deutsche Bank, then moved on to the Radiocor division of the 24 ORE Group as Account Manager for Major Clients. In 2001, he took part in the start-up of e.Biscom (later Fastweb). After three years in the Broadcast division of RCS MediaGroup, which dealt with radio and content production, he was appointed Business Development Manager at Ansa. During his following 10 year-stint at PRS Mediagroup, where he was CEO of all the Group companies, he was in charge of advertising sales and led the Group in the expansion of business in the publishing field through a series of start-ups and acquisitions.
